摘要
对解决煤电价格之争的煤电联营进行了理论分析与实际求证。从理论与实践的 结合上规定煤电联营的内涵与外延,强调在实践中要区分附属型煤电联营和合作型煤电联营; 讨论了煤电联营可能性,从矿办电、煤电产权融合、煤电运一体化三个方面论证煤电联营具有 降低成本、综合开发、共同发展之优势;并说明煤电联营可行性,基本思路在于深化改革,调整 结构,重点突破,稳步发展。
The paper makes theoretical analysis for the joint management of coal and electric power. It combines theory and practice, points out the connotation and extension of “joint management of coal and electric power”, stresses the division between affiliated and cooperative joint management in practice. Then it discussed its possibility and points out such advantages of the joint management as cost reduction, comprehensive development, and common development. Also it makes clear the feasibility of the joint management of coal and electric power, its main thought lies in deepening reform, readjusting structure, giving priority to important work and stable development.
