摘要
我们迎来了信息社会的新时代。与传统农业社会和现代工业社会相比 ,信息社会是一种以信息的利用作为社会发展的基本动力 ,以信息技术来实现信息社会基本特征作为重要手段 ,以信息经济作为维系社会存在和发展的主导经济 ,以信息文化来改变人类的观念、教育、生活和工作方式的新型社会形态。信息犯罪行为也会不断涌现 ,其主要类型有信息污染和滥用、信息窃取和盗用、信息欺诈和勒索、信息攻击和破坏等 ,并表现出强烈的智能性、隐藏性、多样性、严重性和复杂性等特征 ,对此 ,各国政府必须从技术、管理和法律等方面来加强信息安全。
We have met the new time of information society. Information society is a new type of social pattern compared with traditional agricultural and modern industrial society. In this society, usage of information is its motive power of development of society, information technology is a singnificant way to realize its fundamental characters, information economy is the leading ecomomy to maintain social existence and development, and information culture will change human style of life and work, meanwhile, information crimes acompanied with strong intellegence,concealment, seriousness and complication occur unceasingly, so the government should strengthen information security through technology management and law.\;
