摘要
高校办学资金短缺是一个普遍现象,而新建本科院校从硬设施到软环境都需要有跨越式提升,需要大量资金来支撑,在政府把投资目光转向重点院校的形势下,探索以保证政府财政拔款,银校合作,提高社会服务水平,建立以校长负责制为核心等多渠道、多形式的融资策略,是新建本科院校面临的紧迫形势。
The shortage of university operating fund is a general phenomenon, but newly-built colleges must promote leap-typing from hard facility to soft environment which need a large amount of fund to support , in the circumstances that the government turns investment to the key universities and colleges, it is the urgent task of the newly-bulit colleges that explore the multi-channel and multi-form finance tactics such as ensuring financial allocation by government, cooperation between bank and school, improving the level of social service and setting up the president's responsibility system etc.
