摘要
目前 ,全球对中央银行独立性的关注越来越高 ,而我国中央银行的政策独立性和信用独立性都不理想。因此 ,我国应协调好中央银行多重目标之间的关系 ,逐步建立存款保险制度 ,建立有效的金融机构退出机制 ,改强制结售汇制为意愿结售汇制 ,加强对资金国际间流动的监测 ,逐步建立与其他国家货币政策的协调机制 ,以增强我国中央银行的独立性。
At present, focus on the independence of central bank becomes gr eater and greater in the world. Nevertheless, neither policy independence nor cr edit independence of central bank in China is desirable. Therefore, multiple tar get of central bank should be well coordinated, gradually establishing deposit i nsurance system, setting up effective financial institution exit system, transfo rming compulsory exchange surrendering system into a willing one, strengthening supervising over and evaluating of capital international flow, progressively for ming a coordination mechanism with other countries’ monetary policies so as to enhance the independence of central bank in China.
