摘要
为了提高政府对紧急、突发事件的快速反应能力,向市民提供快捷的紧急救助服务,建设城市应急联动系统非常必要。文章提出了城市应急联动系统的组成和实施方案,描述了城市应急联动系统应具有的功能,并指出在应急联动系统中采用数字集群通信系统作为无线移动平台应该是最佳方案,而支持中国自主研制的数字集群通信系统,对发展民族集群通信产业意义深远。
In order to improve the quick emergency response ability of the government and provide quick civil emergency assistance, it is extremely necessary to establish a city integrated emergency response system. This paper discusses the structure of the city integrated emergency response system and its implementation, and describes the necessary functions of the system. It concludes that it is the best solution for the system to adopt a digital trunking communication system as its wireless mobile platform, and that for the development of the national digital communication industry, it is significant to support the digital trunking communication systems developed by Chinese corporations with proprietary intellectual property rights.
