摘要
全面、协调、可持续的科学发展观 ,应该建立在经济增长、社会发展、资源与环境保护的基础上。对国土资源管理而言 ,要把握以下几个方面 :实现国土资源管理工作科学化、现代化 ;建立资源节约型国民经济体系和资源节约型社会是树立和落实科学发展观的必然要求和基本内容 ;正确处理好经济建设与人口、资源和环境的关系 ,既不能把发展同资源保护对立起来 ,也不能以牺牲资源环境为代价 ,盲目追求GDP的增长 ;从实际出发 ,不搞劳民伤财的形象工程和政绩工程。
The scientific concept of general,harmonious and sustainable development should be set up on the base of economy growth, society development and resources environment protection. Land and resources management work should emphasize several aspects as following: to realize scientification and modernization of land and resources management, to set up national economy system of economical resources type and economical society, to deal with the relationship between economy construction,population resources and environment properly, not to make development resistant to resources protection, and not to pursue the growth of GDP value at the cost of destroying resources and environments, and from the view of practical situation, not to set “image project” and “achievement in one's post” at the cost of wasting man power and money.
