摘要
农村税费改革是减轻农民负担的一个重要举措。农民负担过重问题的根源在体制。要从制度上、机制上解决农民增产不增收的问题。进行税费改革也要“综合治理”。
The reform of tax and fee in the countryside is an important means to lesson the farmers burden. The problems of heavy burdens result from current system.We must resolve problems that farmers cannot increase their income with bumper harvest from system . It is also the essential way to systemically manage the reform of tax and fee system in the countryside.
