摘要
由全体选民直接投票选举乡(镇)长,是乡镇长选举方式改革的一种有益尝试,也是值得深入研讨的一个 问题。试行“乡镇长直选”,符合邓小平的政治体制改革思念,符合当今世界发展民主的大趋势,是扩大农村基层民主和加 强农村基层政权建设的一种有益探索。但目前试行中还存在一些问题,它不仅与《宪法》及相关法律的有关条款规定不相 一致,而且与党管干部的原则和《宪法》赋予乡镇人大选举并有权罢免乡镇长的规定不相一致,在一些基本条件较差的乡 镇试行弊端较多。因此,应通过立法解决“乡镇长直选”的法律依据问题,拟制“直选”方案,规范选举工作程序,加强对人 民代表大会制度理论的调研和探讨,为将来全面推行“乡镇长直选”提供理论支持。

But some questions exist while trying out at present. We should solve the legislative problem on ' head of villages and towns being elected directly ' through legislation, draw up ' elected directly ' scheme, standardize elect work procedure, strengthen the investigation, research and discussion to theory of people's congress system, so as to offer theory support for implementing ' head of villages and towns being elected directly ' in an all-round way in the future.
