摘要
对教育乱收费、教育领域的反腐与廉政建设的深入研究 ,需要联系到转型期的社会特征。其根源在于转型社会“个人与制度之间的紧张关系” ,具体表现为程序不公正的“利益驱动”和学校发展的“制度制约”两方面。这两者均会导致教育领域的“行为失范” ,而行为失范的主因是“制度失范”。因此 ,建构教育反腐与廉政系统的长效机制 ,首先需要观念变革与更新 ,包括 :认识上的两分法、以逆向思维思考相关治理措施、正确划分学校与政府各自的教育责任等 ;其次需要采取综合治理的对策 ,包括 :建构立体的“教育反腐与廉政”法规体系 ,创建“立体、分层、多元的优质教育资源” ,规范与入学相关的社会培训市场、提供“无息教育贷款”和开征“特种消费税 (教育 )” ,以及改变学校人头费均摊、引入竞争和激励机制等。
The in-depth research of the illegal and unreasonable educational fees, educational anti-corruption and construction of a clean and honest administration should take into account the social characteristics of the transformational times, because there exists a fundamental issue——“the tension between the individual and the system” of a transformational society, which can be specifically interpreted in two aspects of “interest-driven” procedural injustice and “system's restraints” on school development. The two factors give rise to “acts of misconduct” which are also mainly caused by “the system's defects”. Therefore, the crackdown on educational corruption and construction of a clean and honest government requires the set-up of an effective, long-term organism, and a package of approaches should be implemented, such as forging ideological innovations and carrying out comprehensive control strategies.
