黄河源头区是黄河的"水塔","水塔"水量减少,生态趋于恶化。这涉及整个黄河水量和生态环境的变化,向黄河源头河段补充生态水,向西北地区供给生态水,象国内其他补充生态水工程一样,建议主要由中央财政拨款建设,并按市场经济机制,完全能够解决工程的运行维护费用。
The change of water amount and environmental condition of the Yellow River Basin makes the water source area of the Yellow River become worse. We suggest that early launch the West Line of South-to-North Water Transfer Project to supplement the ecological water of the Yellow River and Northwestern China and the financial allocation is mainly from the central government. We can apply the market economy to solve the costs of the project operation and maintenance.
