摘要
加入WTO后的21世纪，中国国有中小型建筑施工企业要生存、要发展，就必须加快企业改制，强化项目管理，完善和调整建筑企业的组织结构，加速企业科技进步，促进人才战略的实施等。
Now that China has entered the WTO, in order to survive and develop China's medium-small-sized state-owned construction enterprises have to speed up their reform, enhance project management, readjust and improve their organizational structure, speed up scientific and technological progress, and promote the carrying out of human resource strategy.
