摘要
政府在对经济、社会的管制中必将产生成本 ,这些成本有些是直接的 ,而更多是间接的。抽象行政行为是政府管制的一个方面 ,它的实施与政府的管制成本之间也必然有着直接的联系。本文试图通过对政府管制成本的分析 ,从正反两个方面来讨论管制成本对抽象行政行为的影响 。
control costs would be inevitable to governments while they regulate economy and society. Some of the costs can be directly measured, but for most part, are indirectly. The implementation of the administrative activities, which is part of the governmental regulation, would be related directly to the costs of the administrative institutions. Positively and negatively, this article analyses the influence of control costs upon the governments abstract administrative activities, and cite the related study in American to illustrate it.
