摘要
我国环境污染治理的重要原则之一是“预防为主 ,防治结合” ,但是环境污染与经济发展是一对孪生兄弟 ,发展的同时也产生了污染。所以 ,预防的同时要注意寻求积极的治理措施。本文根据BOT模式的特点 ,认为该模式是一种理想的环境污染治理模式 。
