摘要
区域创新体系建设是一个重新配置创新资源和确定新型运行规则的过程。区域科技创新体系是国家科技创新体系的重要层次, 是在区域经济由“资源型”经济向“知识型”经济转轨的过程中, 因区域经济的全球化、市场化定位而形成的创新支撑系统。在经济全球化的条件下, 适应“区域崛起”的要求, 建设和推进吉林老工业基地区域科技创新体系, 对于进一步发展区域的社会生产力, 提高区域的科技创新能力与区域经济竞争力具有十分重要的意义。为此, 建立了区域科技创新体系的构建原则; 分析了吉林老工业基地科技创新体系的现状; 提出了吉林老工业基地区域科技创新体系的模型构建、运行机制和吉林老工业基地科技创新体系的对策。
Regional innovation system is a process that relocates innovation resources and confirms new type of running principle. Regional science-tech innovation system is an important level of national science-tech innovation system. It is an innovative system which results from regional economy’s globality in the process of its transformation from resource-type economy to knowledge-type economy. Under the condition of economic globalization, adapting the requirement of region growing up, it is of great significance to construct and propel regional science-tech innovation system which aims at further developing regional social productivity, improving regional science-tech innovative abilities and economic competitive abilities. So we established the construction laws of regional science-tech innovation system; analyzed the status quo of science-tech innovation system of Jilin old industrial base (JOIB); put forward the model construction and run principle of regional science-tech innovation system of JOIB and countermeasures of science-tech innovation system of JOIB.
