摘要
完善的市场体系与市场机制是粮食安全的调节器。把粮食安全保障建立在政府保护价的基础上，是没有生命力的。要突破单纯追求粮食播种面积和粮食产量的观念，由单纯“藏粮于库”向“藏粮于库”、“藏粮于地”和“藏粮于科技”相结合转变。在放开粮食市场的同时，完善宏观调控机制，保护和提高粮食综合生产能力，是实现粮食安全目标的根本保证。
Perfected marketing system and mechanism is the regulator of food safety. Based on the protective price, the security of food safety had no life. Opening up the food market, perfecting macro - regulative mechanism, protecting and improving food productive ability is the basic guarantee of realizing the food safety target.
