从火电厂的环境特性出发 ,依据环境经济学的外部性理论、排污费政策以及排污权交易制度 。
In this paper, air pollution control policy for thermal-power plant of our country is analyzed based on environmental characteristics of thermal-power plant and in accordance with externality theory of environmental economics, pollution fees policy and pollution-permit trade system, and some corresponding suggestions are put forward.
