摘要
暴力劫持人质案件发生后,存在着谈判的可行性和必要性。在谈判前应查明相关情况,做好谈判人员的选择,明确谈判人员的主要任务。在谈判时应基本遵循缓和气氛和实质商讨二个阶段。在谈判中还需注意不违背谈判原则,并不开空头支票。
Violent hostage-taking cases have been increasing year after year. This kind of case does a lot of harm and exerts a tremendous influence on the life and property of the people.It has become one of the important crimes in destroying social stability. One of the vital links in dealing with this kind of case is negotiation between the police and the hostage-taker.By negotiation, the matter can be settled either by peace or by force. So negotiation work is very important. Some preparations should be made before negotiation, the negotiator should be properly chosen, and the negotiation should follow some models.
