摘要
城市化进程的加快，使城镇河流水污染日益加重。把城市河流污染纳入区域水污染控制系统，制定实用的、有效的、满意的或最优的水污染防治区域规划，开展城市综合整治成为当前形势的迫切需要。本文针对淮阴市水污染防治经历和现状，提出了统筹规划，全面防治，技术可行，经济合理，发挥防治水污染整体效益的基本方针策略，阐述了建立水污染控制系统工程控制污染的工作思路和实行水环境区域综合防治的具体措施。
with the increasing development of urbanitation, the river's pollution in the towns become more serious. Therefore it is urgent to make a series of practical, effective and satisfactory measures of anti - pollution in different districts, and start a urban comprehensive better - off. Regards to the experiences and the current state of Huaiyin city's anti - water - pollution, this article displays the basic principles which is considerate, skill available, economical, reasonable to prevent the water from worsening, and it also demonstrate the concret steps on how to build a pollution - controlling system and on how to practice these rules as to the water enviroment.
