作者以旧城区开发为例，探讨城市规划中进行经济评估的方法和步骤。文章分别分析了规划构想阶段、制定规划提案阶段和最终评估阶段三个阶段中应采取怎样的评估方法和程序，最后得出“可操作性是可持续性的基础”的结论。
Taking as an instance the development of old urban districts, the paper explores the methods and procedures of the economic evaluation when the urban planning is conducted. It also analyses respective evaluation methods and procedures for the planning conceiving stage, the planning-motion making stage and the final evaluation stage. And the paper comes to the conclusion the operatively serves as the basis of sustainability.
