摘要
苏州工业园区在10年的时间里获得的巨大成功在很大程度上得益于园区积极借鉴新加坡公共管理方面的有益经验,形成了以“亲商”为主要服务理念的新型“政府—企业”关系。分析了园区这种新型“政府—企业”关系产生的原因、这种“关系”的特征表现以及“关系”得以正常运转的前提条件。从一系列的分析中论证我国政府改革和服务型政府建立的关键因素是建立一种全新的“政府—企业”关系。
The great success,which Suzhou Industrial Park obtains during the past ten years,to great extent, profits from the experience of Singapore on NPM.Suzhou Industrial Park forms the new relationship of 'government-corporation',which bases on the service theory'pro-business'.In this article,the author analyzes the causes,characteristics and preconditions of this relationship.And through series of analyses,the author shows that the key factor of the reform of the government and the foundation of the service government is the totally new relationship between government and corporation.
