摘要
水资源是社会可持续发展的物质前提和必要保障,水资源的合理保护和利用已成为当今国际社会关注的焦点。围绕水资源可持续开发利用这一目标,阐述了水资源与水环境管理的现状、水资源与水环境市场化的客观必然性。在此基础上,提出了建立水资源与水环境市场化机制。
Water resource is material prerequisite and essential guarantee for social sustainable development. Rational protection and utilization of the water resource have become the focus that the international community pays close attention to. Around the water resource sustainable development and utilization, the current situation of water resource, water environment management and objective necessity of market-based for water resource and water environment are analyzed,and a market-based mechanism about water resource and water environment is proposed.
