摘要
本文介绍了国内外图书馆通过取得集团许可证、国家许可证推进公共信息获取的有益尝试 ,指出实施许可证是使用和管理网络信息资源的有效途径 ,也是平衡知识产权权利人和社会公众利益的有效机制 。
The paper introduces the experiences of domestic and foreign libraries in promoting public information access by consortia licensing and national licensing.The article concludes that licensing is an effective way to solve problems in use and management of information on net.Moreover,it's an efficient mechanism to balance the benefit between intellectual property obligee and the public.The paper suggestec further the construction of license system of information on the Internet in China.
