摘要
针对目标码率低于10kbps的视频编码的应用,提出了一种新的码率控制算法.建立一种自适应编码比特数分配模型,引入重建图像质量控制机制,通过衡量重建图像的质量调节码率控制参数.对交通监控系统中一个视频序列进行测试,采用新算法编码的视频序列的平均帧率比采用TMN8码率控制的结果提高了35%,平均信噪比提高了约0.7dB.新算法在确保输出码率保持稳定的同时,也保证了重建视频具有稳定的质量,实现了帧率的自适应调节.
A new rate control method was presented for low-bitrate video encoding below 10 kbps. It used an adaptive bits allocation model and reconstructed the video quality control mechanism to adjust the rate-control parameters. Using one sequence in traffic monitor system as a test, the new method averaged 35% more frame rate and 0.7 dB PSNR when compared to TMN8. The results show that the new rate control algorithm can stabilize the output bitrate and reconstructed video quality at the same time.
