摘要
本文阐述了保险制度对维系社会稳定、实现改革的基础保证作用以及对人才、特别是高级专业技术人才合理流动的保证作用 ;同时依据大量的调查、研究 ,重点论述了社会保险制度对博士后制度的影响 ,具体分析了博士后研究人员在纳入社会保险体系中面临的问题、困难和原因并为加快解决博士后研究人员参加社会保险的进程提出了相应的建议。
With the comprehensive economic reform being put into practice, reforms of education, personnel institution, social insurance, science and technology are being phased in. Postdoctoral institution, which is initiated under planned economic system, is definitely affected by other reforms. The deep and careful consideration on postdoctoral institution should be made and the corresponding adjustment should be done so that this system is harmony with socialistic market economy. Social insurance reform is one of the most important reforms on behalf of postdoctorals. So this paper describes the crucial effect of social insurance system on encouraging the proper flow of advanced personnel. Based on a number of investigations and studies, the paper analyzes the problems and difficulties of postdoctorals' joining in social insurance system, and put forward some suggestions.
