摘要
一个时期以来 ,中国研究型大学建设问题引起了广泛的关注 ,其中经费投入是人们普遍关注的焦点之一。在借鉴和参考美国研究型大学建设的经验中 ,不难发现美国研究型大学采取了多元经费投入模式。但是在这一多元模式中 ,联邦政府的立法和研发经费左右着研究型大学的发展方向和办学经费。本文主要探讨美国联邦政府对高等教育经费投入的策略和措施。
Recently, many researches have been conducted on the development of the Ame rican research universities, with the federal government's role in its finance a s a notable focus. In reviewing the development of American research universities, one may find that while the federal government has granted autonomy to the univ ersities in governance, it assumes a great legislative power and finance support t o the development of American research universities. This paper will discuss the federal government's policy and strategy in financing research universities.
