摘要
在国际承包工程中,通常采用FIDIC条件下的单价合同,这类合同一般以承包商实际完成的工程量计算工程价款。承包商在参与这类工程投标时,可利用不平衡投标报价的策略来提高工程的实际收益。从承包商的角度出发,根据FIDIC合同条件下的合同价格及付款方式的特点,以及不平衡报价的基本原理和使用条件,利用资金时间价值理论,建立了以工程实际付款现值最大化为目标函数的线性规划模型,并配以具体的工程实例通过计算机求得不平衡报价的最优解。所建立的模型既考虑了施工中工程量的变化,又顾及到工程施工顺序的影响,体现了资金的时间价值,而且模型简单,易于操作,可供国内外工程的投标报价参考。
In international undertaking contracted projects, the unit price contract is widely used under the FIDIC conditions. Generally speaking, this kind of contract accounts the cost of projects according to actual amount of work done by the contractor. While taking part in tendering for this kind of project, the contractor can increase actual profits of the project by making use of unbalanced bid strategy. From the contractor's point of view, on the basis of the characteristics of the contract price and types of payment under the FIDIC conditions, fundamental principles of unbalanced bid and conditions of use, a linear programming model that took maximal current value as an objective function by utilizing capital time value theory was established. Taking a concrete project for an example, an optimal solution of unbalanced bid was obtained by a computer. The model, simple and easy to operate, considered not only the change of bill of quantities (BOQ), but also the effect of the construction order, and embodied time value of capital. The model is available for reference of project's biding internationally and domestically.
