摘要
从海洋目标监视在现代高科技条件下航天军事装备中的地位和作用出发,分析对海洋目标监视的军事需求,总结海洋环境和海洋目标的特点.在此基础上,对卫星海洋目标监视系统提出应满足的基本要求;并介绍国外对美国及前苏联发展卫星海洋目标监视系统的推测;最后根据基本要求,结合空间技术的水平,提出发展卫星海洋目标监视系统的设想,即采用三星星座时差定位方案的技术途径.
The paper introduces the role of surveying ocean in the war on the modern high-technology condition, and analyzes army demands for surveying moving targets in ocean, and summarizes the characteristics of ocean environment and targets in ocean. Based on these, it states that the ocean surveillance satellite system must meet the basic requirement. The conjectures from abroad about the development of ocean surveillance satellite system in America and Russia are presented. Finally according to today's situation and our space technological level, a tentative plan of founding ocean surveillance satellite system is put forward. In the plan, the location approach adopting three-satellite constellation measuring arrival of time difference is preferred.
