摘要
通过对林业产业政策内涵的说明,对中国林业发展过程中的结构、体制问题的深入研究,对中央政府、主管部门、林业企业及相关产业在中国林业发展上的预期判断和行为方式的客观把握,提出用产业政策塑造以市场经济机制为基础的产业化林业的发展变化新格局,是中国林业走出历史困境的现实选择。并提出了林业产业政策的基本框架和主要的政策着力点。
Through the illustration of implication of forestry industrial policy, the author studies into the structure and system of proceeding of forestry development in China.The author also objectively grasps the behavior models and the expected decisions of central government,responsible departments, forestry enterprises and related industries,put forward that application of industrial policies to create a new industrialization situation of forestry development based on the mechanism of market economy is a real decision to extricate China's forestry from a historical difficult position,and provi- des the basic framework of forestry industrial policy and the key points of the policy.
