摘要
邓小平自1955年11月至1990年6月,曾12次到辽宁视察,特别是1978年9月所发表的北方谈话,反复强调要坚持解放思想、实事求是的思想路线;要迅速地坚决地把工作重点转移到现代化建设上来,一心一意搞建设;走出去、请进来,用先进技术和管理方法改造企业;社会主义必须大力发展生产力,不断提高人民生活水平;要把农业放在第一位,农业要现代化;要大力发展服务业,注重整治环境和合理利用资源等,这些,对辽宁老工业基地振兴具有非常现实的指导意义。
From November of 1955 to June of 1990, Deng Xiaoping made 12 inspections in Liaoning Province. Especially, in September of 1978, he investigated the three provinces of northeast China, Hebei province and Tianjin City. During this investigation , he made the famous speech, which is called his northern speech. He emphasized once by once that: to liberate the idea, to seek truth from facts; to focus the works on the modernization, to do every thing to speed up the construction; to go out and to let in; to reconstruct the firms with the advanced technologies and management; to develop greatly the productivity and to increase the living level of the people; to put the agriculture on the first position, to realize the agricultural modernization; to develop the service industry vigorously; to pay attention on the environmental problems and to utilize the resources reasonably. All of these ideas are guiding the revival of the old industrial base in Liaoning Province.
