摘要
实施退耕还林政策有助于促进农民增收、合理调整农业产业结构和土地利用结构,转移农村人口,发展农村经济。自2000年以来我国在中西部地区实施退耕还林政策过程中存在规划不合理、政策不配套和范围盲目扩大等问题。为了更好地保证退耕还林政策的有效实施,应加强科学规划研究、完善政策、法律法规,集中人力、物力与财力,有针对性地退耕还林,实现生态环境建设与经济发展双赢。
The implementation of the reforesting formerly cultivated land policy helps peasants to increase income, it produces the positive effect that the agricultural structure and land utilize structure rational adjustment , rural regional economic development and people in the countryside to flow. At the same time,there exists some questions that some plans are unreasonable , the range is blindly expanded, that the policy does not form a complete set etc. For this reason , we should strengthen scientific project studies , make the laws and regulations , perfect the policy, concentrate people's property on accelerating the reforesting formerly cultivated land progress, promote the constructions of ecological environment.
