摘要
随着我国新一轮基础音乐课程教材改革的进行和2003年教育部新课程标准的出台和推广,这就意味着基础音乐教育教材的编写和出版将不再由国家教育行政部门控制和指令干预,全国各类出版社都将获得编写全通行基础音乐课程教材的权力,它将逐步开放并走向市场化。因此,基础音乐课程教材的多样化、现代化,及地域特色化、丰富性、竞争性将成为一种不可逆转的趋势。但是,由于我国目前新一轮基础音乐课程与教材改革正处在一种开放的初期和探索时期,面对许多即将来临的一系列问题,我们的社会、教育行政领导、校长、音乐教师、家长以及教材编辑部门、出版发行领域和相关职能机构都缺乏足够的感性和理性的心理准备及思想认识。例如,教材评价的过程和方法,教材评价的向度,以及根据课标要求写出教材后的评价依据问题,教材多样化和市场化的出版发行体制问题,选用教材的决策依据及监控问题,教材推广使用中的合法竞争问题,教材编写单位如何使用单位获得反馈意见进行修改完善、提高教材质量问题,教材具体落实与教师培训问题等。这都需要建立一个科学、规范、合理有效,同时又符合我国国情的教材评价体系。
With the new round of basic music curriculum reform undergoing and the 2003 new curriculum standards issued by the Ministry of Education, compilation and publication of basic music education teaching materials are no longer subject to the control and intervention of national education administrations. Rather, publishing houses of all types in the whole country will be authorized to compile basic music curriculum teaching materials for general use, which means a more open and market-oriented process of reform. Hence, the trends towards diversity, modernity, localization, and competitiveness in the basic music curriculum teaching materials will be somehow irreversible. However, as the current reform process is still in its early stage of experimental nature, our society, education administrators, principals, music teachers, students parents, teaching materials publishers and relevant public institutions are far from being well-prepared, both mentally and psychologically, for or having much sense of, the series of problems that are to arise. For instance, teaching materials evaluation process and methods, evaluation orientation, evaluation basis after the completion of teaching material compilation in line with curriculum standards, diversified and market-oriented publishing and distribution systems, basis for decision making on selection of teaching materials and surveillance, legal competition in teaching materials promotions, how to modify teaching materials according to feedbacks to the compiling institutions, and how to improve the quality of teaching materials, as well as practical usage of teaching materials and trainings for teachers, etc. All of these require an evaluation system, which should be, on the one hand, scientific, standard and reasonable, and on the other, fit for the actual situation of our nation.
