On September 23, Guangzhou city organized a relief activity called 'Helping and warming the poor'. They sent rice to 30 families with bottom-line income. Rice-sending activities in other counties were also organized. Altogether 228,075 kilograms of rice were sent out within Guangzhou city with each family 15 kilograms. Why they sent out rice instead of moon-cakes before the Moon Festival? The officials from the Civil Affairs Bureau told us the reason: The recent rise of rice & oil affected the life of those families with bottom-line income.From this matter, experts point out that the current bottom-line social security system is hard to deal with the inflation, not to say contingencies. Experts suggest that local administration should consider a natural growing mechanism to ensure that inflation will not hurt the interest of families with bottom-line income.
