摘要
规划是政府对土地利用宏观调控的最重要手段。文章以河北省唐山市为例,剖析了原规划的成绩与不足;借鉴了日本、英国、美国、罗马尼亚等国土地利用规划的做法;对我国新一轮土地利用总体规划修编从指导思想、修编路线与方法、贯彻落实等方面提出了意见和建议。
Based upon the situation in the city of Tangshan, The paper analyses the achievements and shortcomings of the original land use plan. It provides some specific proposals to be incorporated into the on-going plan revision process, by using the experience of land use plans of other countries for reference, such as Japan, British, America, Romania and so on.
