摘要
分析了当前石油企业认证后,质量管理体系实施和保持存在的问题及相关原因;根据ISO9000:2000标准,阐述了实施和保持及改进体系有效性与提高企业管理水平、产品质量、质量效益的关系;提出了解决实施和保持存在问题的具体措施;强调实施和保持仍是“一把手工程”。认为,彻底解决这一普遍性的问题,尚需从监督机制入手。
An analysis is made of the problems and their causes that exist in the implementation and maintenance of quality management system in the certificated oil enterprises. In the light of ISO9000:2000, a discussion is made of the relationship between the implementation and maintenance of quality management system and the improvement of enterprise management, product quality, and quality benefit. Specific measures are proposed for solving the problems and it is emphasized that the implementation and maintenance of quality management system is still a director-led project. It is thought that a thorough solution to this common problem calls for the establishment of a supervisory system to begin with.
