摘要
从GATT至WTO,其发展历史显现出两个趋势,一是GATT的作用、权威性由强到弱,二是发展中国家参与的态度由消极变为积极。当代西方政治经济学和马克思主义政治经济学都认为,国际经济关系的发展和变化取决于各国经济实力对比的变化。由此得到了分析GATT/WTO的政治经济基础的理论线索。随着发展中国家在国际经济贸易中的地位的提高,可以预料:WTO将愈加摆脱大国的控制,逐步转变成为一个各国能在国际经济和贸易领域真正进行平等合作的国际经济组织;WTO这个组织在实践上可能逐步蜕变为仅仅是一个国际论坛,仅仅通过"国际舆论"对各成员国经济贸易政策发挥影响。
There are two obvious tendencies in the developing history of GATT before WTO was founded.One is that the effect and authority of GATT has changed obviously, from powerful to weak.Another is that the attitude of developing countries joint in GATT and WTO has changed greatly from inactive to active. Both of the western plutonomy and Marxism plutonomy have a same basic idea concerining international relationship, both of the schools has proved that the development and changes of international economical relationship depend on the changes of countries'economical power.Therefore, we can get the theory clue to analyze the economical and political base of GATT/WTO.Meanwhile, with the enhance of the developing countries'position in the international economy trade we can predict that WTO will get rid of the powerful countries'control,and gradually turn into an unbiased international economical organization in international trade and cooperation. And gradually, WTO may transform to an international forum in practice and its function on the membership countries will take into effect with the help of international opinion.
