将组建工会作为开办企业的必要条件,是适应市场经济体制下,建立协调劳动关系机制的内在要求。在实际操作中,要依据法律和相关部门的协调,使非公企业建立工会得到有效保证。
To build trade unions as an essential condition of opening enterprises is an inner requirement of establishing consultative labor relations mechanism under a market economy. We should give an effective guarantee for building trade unions in non-public enterprises according to law and relative departments' harmonization.
