摘要
由于人力资本投资具有外部性、不确定性和风险性、有限性和不对称性、高效益和主导性,因此,政府在人力资本发展方面应当发挥主导的职能。目前,政府促进人力资本发展的职能并没有真正发挥出来,对人力资本发展存在着政府失灵,职能存在越位和错位。当前,我国政府在人力资本发展中的职能创新主要体现为制度创新职能、调控职能更新和政府微观职能转变。
The article analyzes that the government gives play to the necessity of the leading function to the development of human capital from human capital's own characteristic and its function to the economic growth. At present, the function of government promoting the development of human capital can not be really brought into play and exists working off side and misplacing. Based on these questions, the article analyzes the innovation of government's function in the development of human capital from three respect, innovation of systemic function, upgrade of regulated and controlling function and transformation of the government's functions.
