人类自诞生起就一直为了更好地生存而努力。通俗地讲，这个努力的过程或努力的结果就是发展。如果说生存是人类对摆脱自然束缚的努力，那么发展便是人类对理想生存的追求。
Based on a comparison of the'Environmental-Social System Control'with the'Scientific Development Idea',this paper discusses how a theory has emerged in our time for developing the environmental-social system.Then the theory of environmental-social system is put forward and introduced in detail.
