摘要
在建立普遍服务机制方面,智利、秘鲁、墨西哥三国的作法值得我国借鉴与参考。经验启发包括:都是通过立法尽快建立普遍服务机制;普遍服务基金的来源可以多样化;单独设立或在政府监管部门内部设立电信普遍服务管理机构;电信普遍服务应结合当地的实际需求和运营收益,分阶段进行;政府负责普遍服务的选点,之后通过招标确定提供服务的运营商,智利、秘鲁均采取此方式并取得较好的效果;技术手段可以因地制宜等等。
In the establishment of universal service system, the modes in Chile, Peru and Mexico can be used as our reference. Their experience includes: universal service systems are established through legislation; fund resources for universal service can be diversified; telecom universal service management organization is set up independently or in the government regulation organization; telecom universal service should be carried out by phases in combination with local practical requirements and operation revenue; government is responsible for the location selection for universal service, operators are determined through bidding to provide services, with which Chile and Peru obtained good result; technical measures can be adopted according to local conditions, etc.
