摘要
介绍了上海市排水费调价的背景和基本依据 ,从居民能否承受、调价依据是否合理和调价方案是否科学三个角度分析了排水价格的形成机制 ,指出价格管制的目标应当是综合考虑效率、公平与节约资源三者之间的平衡 。
The background and fundamental basis on adjustment of wastewater charge were introduced,and the mechanism on pricing practice for wastewater was analyzed from the points of view of the level bearable to residence,rationality of price adjustment basis,and scientific price adjustment plan.It was pointed out that an overall consideration of the balance between efficiency,fairness,and resources saving should be taken as the target of price control.And finally the future urban wastewater price reform was proposed.
