摘要
文章阐释了人权的基本特性———条件性,并考察了人权发展的阶段性特征。在国内,社会稳定是实现人权的基本保障;在国际上,反对霸权主义,维护世界和平,是邓小平一贯的人权观。只有发展经济,实行改革开放,基本人权有了保障,才能保持社会的稳定。
The article explains the basic feature of human rights—conditionality and the phaseal feature of the develoment of human rights.The following reflect Deng's concept of human rights.Maintaining social stability in China,struggling against hegemonism and safeguarding world peace are the basic guarantees for achievement of human rights.Only when economy has been developed,the reform and opening up policy adopted,and the basic human rights guaranteed,can social stability be maintained.
