摘要
1954～1957年间,在国家高层认识到需要控制人口和实行计划生育并发表了一系列关于人口问题的讲话后,理论界就中国人口问题进行了广泛而深入的讨论,并在重要理论问题上基本达成一致。这场讨论,奠定了当代中国计划生育人口政策的基调;使计划生育人口政策的酝酿和实施有了坚实的群众性基础;积淀了关于人口问题的丰厚理论底蕴,为现行计划生育人口政策的酝酿和实施以及新世纪以后人口理论的复苏奠定了基础.
Since 1954～1957,the decision makers of the State recognized that it needs to control population and to implement family planning and thus delivered a series of speeches on problem of population.Soon afterwards,theoreticians had extensive and deep-going discussions about Chinese population problem and reached basicaly common understanding on this important theoretical problem.This discussion established the keynote of family planning as contemporary Chinese policy of population;and made the deliberation and the implementation of family planning to have solid foundation of masses;and accumulated rich and generous theoretical inside information about problem of population.It had laid the foundation for the deliberation and the implementation of family planning as current policy of population and also for the resuscitation of theory of population in the next century.
