摘要
全面建设小康社会的重点和难点都在农村。目前,黑龙江省城乡经济发展存在着严重的不平衡,农村经济发展与城市经济发展的差距进一步拉大;农民增收困难;农业综合生产能力提高缓慢;黑龙江省"三农"问题的存在影响了全面建设小康社会的进程。分析黑龙江省"三农"问题存在的原因,寻求解决黑龙江省"三农"问题的对策,对于加快黑龙江省小康社会建设具有重要意义。
To establish comfortably society in an all-round way, the emphasis and difficulty is in the village. At present, the economy between city and village in our province unbalances seriously. The differences of economic development between village and city become bigger and bigger. Farmers have the difficulties in enlarging income. The comprehensive productive ability improves slowly. The existing problem of 'farmers, villages and agriculture' affects the progress of the establishment of comfortably society in an all-round way. To analyze the reason of existing problem of 'farmers, villages and agriculture', to seek the countermeasure of resolve the problem in our province. Having important meaning in speeding up the establishment of comfortably society in our province.
