摘要
适应中国加入WTO新的机遇和挑战要求,政府不仅在管理体制和治理模式上加大变革力度,而且要高度重视对中国公共管理的伦理问题的研究和解决,借鉴国外公共管理的伦理思想,找出共性,分析中国公共管理中的伦理问题及解决办法,对我国行政事业改革,实现政府公共管理的职能,建设政治文明意义重大。
To fit in with the needs of new opportunity and challenge after China's entry into WTO, our government should not only intensity the structured reforms of management system but also attach great importance to the moral principles of public management. We can use ideology of public management in other countries for reference, find out the similarities and analyse moral principles of China's public management. In the meantime, solutions are studied. All this is of the almost importance in government's administrative reforms, management functions and building of politics and ethics.
