摘要
国企改革已成为东北老工业基地调整与改造的突破口。国企改革进行的如何事关东北振兴的全局。本文阐述了东北老工业基地国企改革的紧迫性,并指出了国有企业问题积累时间长,需要支付巨额改革成本、国企改革内动力不足等五大难点。最后提出国企改革要在实现产权多元化、技术创新、资金瓶颈、管理等五方面进行创新突破,实现国企全面振兴。
The State-owned enterprises reforming has become the breakthough of modulationg and reconstruction of Northeastern old industrial bases. Overall situation of Northeastern prosperity is closely connected with how State-owned Stated-owned enterprises reforming is carried. This article proposes that State-owned enterprises must be reformed urgently, combined with pointing out five difficulties of the reform, such as long time accumulation of the problem, mint cost of the reform and shortage of the drive of it and so on. Finally it points out five new ways to overall prosperity of Northeastern, those are Equity diversification, Technique innovation, Capital, Management etc.
