摘要
《治安管理处罚条例》在治安管理法规中占有重要的地位,是公安机关对社会治安秩序实施行政管理最重要的、最基本的综合性法律之一。在执法实践中,除了正确运用《治安管理处罚条例》之外,还要注意结合其他配套法规去全面适用,方能达到理想的效果。只有全面、准确地把握其科学内涵,掌握其精神实质,在理解和适用上符合立法原意,才能完成历史赋予它的使命。
The “Regulations on Punishment in Public Order and Security Administration” plays an important role in laws of public order and security administration and it is one of the most important and fundamental comprehensive law applied by the public security organization in the administration of social security order. In the practice of law enforcement, besides applying correctly the “Regulations on Punishment in Public Order and Security Administration”, we should pay attention to the combination of the application of other necessary laws, which can achieve a better effect. Only understanding comprehensively and accurately its scientific content, grasping its crux and according with the legislative intent in understanding and application can we accomplish the missions entrusted by history.
