摘要
中国正在进行西部大开发，在加大科技和资金投入的同时，必须增加人力资源的投入，本文作者认为采取移民政策可解决这一问题，根据国外移民的成功经验和我国的国情，可以采取分层次推进的措施。
In order to promote the Great Western exploiting,we not only strengthen the scientitfic technology and raise the funds input,but also increare manpower resourse.The author believes,according to the Successful experience of migrants abroad and Chinese reality,that the solution to the question is to take the migrants policies.At the same time,we can take measures that advance step by step.
