摘要
失地农民的保障问题成为城市化进程的核心问题。旧的安置政策已不能保障失地农民的合法权益。应建立开放式保障基金 ,将失地农民引入社会保障体系 ;制定适合失地农民特点的就业政策 ;建立失地农民分享工业化、城镇化成果的内在机制 ,妥善解决失地农民长远生计 。
The old policy cannot protect the landless farmers' legitimate rights and interests. It is necessary to establish an open safeguard fund to cover these farmers as a part of social security system and to improve the employment policy, so as to enable them to share the benefits of industrialization and urbanization
