摘要
在计划经济体制下,政府职能界定不清,政企不分,管理制度和管理方式存在诸多弊端,与市场经济的发展极不相适。所以政府必须重新定位,明确职能,加快管理体制和管理方式的改革,增强政府效能,实现政企分开,变革行政审批制度,健全宏观调整,优化公共服务,发展社会中介组织,完善法律体系。
In the planned economy system, the functions of the government are not clearly defined and the government and the enterprise not divided. Because of many shortcomings existing in the management system and methods, the functions of the government are not compatible with the rapid development of the market economy. So the government should relocate its position and make its functions clear. Besides, the government and the enterprise should be divided, the approving system reformed, the macro-adjustment perfected, various agencies developed, the public services optimized and the legal system improved.
