摘要
公安出入境管理“两级机构、三级管理”模式经过近三年的实践,证明它是适应对外开放形势需要的,但许多较深层次的问题也逐步暴露出来:出入境法律法规有些已不适应当前形势发展的需要;管理人员思想观念、个人素质尚不适应形势发展的需要,有关运作机制、操作规范还有待加强;如何利用高科技手段实施管理,目前还明显跟不上形势需要。所以,必须正确认识和处理好严格执法与不断完善法制的关系,出入境管理的体制与机制的关系,警力不足、人员素质不高与公安出入境管理任务日益繁重、要求越来越高之间的关系。
Public security exit - entry administration model 'two - level institution, three - level administration' has been put into practice for nearly three years, which turns out to be suitable to the situation of opening to the outside world. However, many deep - level problems are also gradually exposed: some of the exit - entry laws and regulations can't meet the needs of the present situation, the ideology and the concept of the administrators and the individual quality can't suit to the development of the situation , some operation mechanisms and norms are to be strengthened, and the application of hi -tech means to implementing the administration obviously can't keep up with the situation. Therefore, we must properly recognize and deal with the relations between strictening law enforcement and constantly improving legality, that between exit - entry administrative sysytem and mechanism, and that between insufficient police force, low personnel quality and the increasingly strenuous task and the more and more demanding requirement of the public security exit - entry administration.
